The Office of Policy Analysis and Research (OPAR) is the public policy team of Georgia Tech Research Institute (GTRI). OPAR's mission is to stimulate dialogue between technologists and policymakers in order to shape public policy regarding science and technology.
Technology to Policy (T2P) is a research methodology developed by OPAR for forecasting public policy implications of emerging technologies.
T2P framework is based on the assumption that researchers and policymakers can forecast potential policy impacts of an emerging technology based on the comparisons to preceding and analogous technologies.
OPAR's Science and Technology Legislative Landscape is a research project that surveys state-level science and technology legislation. Started in the spring of 2008, this 50-state survey includes legislative activities in science and technology issues and potential trends, which will be published bi-annually by OPAR.
