Ms. Hayslett's research interests center on the intersection of technology and public policy. Under her leadership, the OPAR team is currently developing a model that will forecast how emerging technologies may impact public policies. Policy areas of interest include health information exchange, nanotechnology, digital government, and alternative energy. Other recent research explored the role of university faculty as expert witnesses to Congress, and what impact their testimony makes in technology policy.
Recently, Ms. Hayslett collaborated with the Georgia Tech Information Security Center to study the role of policies and procedures with regard to Georgia's electronic voting machines. Additionally, she aided in the conceptual planning for an initiative in E-Democracy.
As a member of GTRI's Internet Voting Research Team, she explored issues of the civic and digital divides, voter turnout, and ballot design. She worked intensively with the Georgia Emergency Management Agency to revise the Georgia Emergency Operations Plan. In addition, she served as a team member for the development of the web-based Local Emergency Operations Plan which provides all Georgia counties with a database-driven tool for emergency planning and response. Ms. Hayslett has worked for the Georgia Technology Authority to monitor federal activities. In her role as the Deputy Project Manager for the Presidential Electronic Records project, she has worked with Presidential archivists at the Bush Presidential Library in College Station, TX to test prototype software designed to process electronic records.
Ms. Hayslett holds a B.S. and M.S. in International Affairs and an M.S. in Public Policy from the Georgia Institute of Technology. Her future goals include doctoral work in the area of Public Administration.

Jennie Lincoln Dr. Lincoln is a Principal Research Associate at GTRI and the Program Advisor for OPAR. As faculty in the Ivan Allen College, she serves as the link between GTRI and the academic programs at Georgia Tech. Dr. Lincoln teaches in the Sam Nunn School of International Affairs and has taught Information Technology Policy for the School of Public Policy. Her research interests focus on uses of information technology to improve the policy process. Currently, she is directing a study on the Management of Virtual Training for the Department of Defense Office of Net Assessment.
Dr. Lincoln has served as a consultant for private sector companies, as well as the Ford Foundation; the MacArthur Foundation; Frost and Sullivan Political Risk Analysts; Creative Associates International, Inc.; and the International Foundation for Electoral Systems. She has managed projects for Management Systems International (MSI); Development Associates; the United States Department of State; the United States Department of Defense; the United States Office of National Drug Control Policy; and the United States Agency for International Development.
She received her Ph. D. in Political Science from Ohio State University and taught previously at Miami University. She was the Associate Director of the Latin American and Caribbean Program at the Carter Center before coming to Georgia Tech in 1993. Dr. Lincoln has been a Policy Adviser for the U.S. Southern Command J3/J5 exercises and is an Adjunct Faculty for the U.S. Dept of Defense Institute for Security Assistance Management (DISAM) at Wright Patterson AFB.

Emily is a senior International Affairs and French major at Georgia Tech with a strong interest in European Affairs and Energy Policy. Prior to joining the OPAR team in 2008 she interned with Izon Marketing in Atlanta, GA and G3ict, a non-profit organization focused on improving accessibility standards on ICT technology worldwide. Returning from a year of study abroad in Paris' Sciences-Po university, Emily is involved on campus with the student-run international exchange organization AIESEC, the GT Honors Program, Alpha Gamma Delta sorority and tutors elementary students through the Tech Tutorial Project.

Toby is currently a senior Public Policy major at the Georgia Institute of Technology. Prior to working with the OPAR team, he completed a semester interning with the Cobb County Solicitor General's Office, the state prosecution agency of Cobb County. He has also worked with the children's ministry at his church and the YMCA, gaining experience with non-profit organizations. Most recently, he completed an internship with a Georgia Congressman on Capitol Hill in Washington, D.C.
On campus, Toby is involved with the Student Advisory Board of the Ivan Allen College, Global Outreach Campus Ministries, Undivided, and the Public Policy Undergraduate Curriculum Committee. In his spare time he enjoys physical training, spending time with family and friends, and playing sports.
